It probably depends what you were banned for. If it was for gambling or porn you can probably get unbanned by following up with a lot of emails. I was banned for a couple years and then was unbanned.
If you were banned for anything related to click fraud, like clicking your own adds, or clicking a lot of competitors adds to reduce their ROI then those are hard to get unbanned from.
One of our corporate accounts we had been banned for this reason, but the intention was not as dishonest as Google probably had thought. Mostly I spent a lot of time clicking other ads seeing the splash pages competitors were using and trying to get ideas. I had never thought to much about the effects.
