No, the actual numbers only Google knows. But it shows the relativity between getting 10 links from PR5 sites and 10 links from PR1 sites.
Good quality links from related sources will give you a big boost.
Also as some mentioned - you might not require that much
PR if you have not that competitive keyword and your on site factors are better optimized.
