Working in the affiliate industry, I come across a lot of these. Nothing but tabs, titles, stock descriptions and banners. I understand the why, it is easier, but it kills the reputation of the industry. Its not good for branding or return sales. Who is to clean them up though? Affiliate Mangers? They are busy enough as it is. Big Brother? Apparently he is pretty busy these days too. Maybe we need some sort of bookmarking program that does the opposite of things like Stumble & Digg.

Ya, I don't know exactly how it would work, and if there were a site to get websites banned, everyone would do it against their competitors. I guess that is why I am an affiliate and not a Google Algorithm creator.

They are a basic fact of the internet. Wherever there are shopping carts, there will be some that don't steer straight. Wherever there are jobs, there will be traffic. Wherever there is a place to interact, there will be someone trying to take advantage of it for a few cents per click.
