Are they completely useless? I know that google doesn't put the weight in them they used to because people flooded them, but if used properly and with relevance to the site keywords, can they help boost rankings?

Ofcourse Meta Tags are the key methods which is used for search engine optimizations but yes...you need to put related terms instead of spamming it..!

Sure. It is just like anything else, too much of a good, or in this case of misuse, a bad thing is bad.
If your meta data is focused and relative to each every single page of your site, you are golden. They weighting may be different but I want every edge I can get and so far meta data has done that for me.

They are no longer a free link to search engines like they once were but they can be used effectively in conjunction with keywords in content and titles. You should never place no meta tags on a page, but you don't need to put a whole lot of effort into them. Just pick a few keywords and use them like they are intended and you will be fine.
